Free Vista Tools

Want free utilities with which you can tweak the Vista interface (in much the way you could with XP's Tweak UI), launch applications more quickly, or even turn Outlook into interactive desktop wallpaper? (I'm especially intrigued by that last one; I've said for a long time that Outlook is my interface. I'll be trying it out in the next week).
